1. GOALS AND OBJECTIVES
An open chess tournament is held with the aim of:
 improving the skills of Moscow athletes,
 promotion of chess among Muscovites.

2. MANAGEMENT OF COMPETITIONS
The general management of the preparation and holding of the competition is carried out by a public organization - the Chess Federation of Moscow. The direct conduct of the competition is entrusted to the Main Jury Board.

3. DATE AND VENUE
1. Tournament "A" for chess players born in 2003 and younger with Moscow rating from 1151 to 1350
2. Tournament "B" for chess players born in 2005 and younger with a Moscow rating from 0 to 1150.
Admission to participation in tournaments is carried out according to the last July Moscow rating list of 2016. Participation in tournaments is strictly by rating.
Competitions are held in the premises of the Central House of Culture of Railway Workers located at Komsomolskaya Square, 4 (main entrance).
Registration for the tournament from 12.00 to 12.50. The event starts at 13.00, the end of the event approximately at 16.00.

1. General Provisions

2. Management of the competition
The overall management of the competition is carried out by Moskomsport and a public organization - the Chess Federation of Moscow with the support of the Russian State Social University. The direct conduct of the competition is entrusted to the panel of judges.

3. Security and
Responsibility for ensuring the safety of participants and spectators during the competition rests with the chief judge, and is carried out in accordance with the requirements of the legislation of the Russian Federation, the Regulations on interregional and all-Russian sports competitions on chess for 2016, Temporary regulation on the procedure for organizing and holding mass cultural, educational, theatrical, entertainment, sports and promotional events in Moscow, approved by order of the Mayor of Moscow dated 05.10.2000 No. 1054-RM, as well as by order Moskomsport dated 08.08.2003 No. 627-a “On strengthening public safety in institutions subordinate to Moskomsport”.

5. Order of the competition
The competition is held in accordance with the Rules of the sport "chess", approved by the order of the Ministry of Sports of Russia and not contradicting the FIDE Rules of the Game of Chess. The behavior of the participants is regulated by the current Regulations "On sports sanctions in the sport of chess" and in accordance with the requirements of the current Regulations on interregional and all-Russian official sports competitions in chess.
It is forbidden to exert illegal influence on the results of sports competitions included in this regulation on interregional and all-Russian official sports competitions. It is prohibited to participate in games of chance in betting shops and sweepstakes by betting on official sports competitions in accordance with the requirements established by paragraph 3 of part 4 of article 26.2. Federal Law of December 4, 2007 No. 329-FZ "On Physical Culture and Sports in Russian Federation».
The Appeal Committee of the competition is formed at the technical meeting of the team representatives on November 1st. An appeal against the decision of the chief referee is submitted no later than 5 minutes after the end of the round. The security deposit for consideration of the appeal is 3000 rubles. In case of dissatisfaction of the protest, the security deposit goes to cover the organizational costs of the competition. The decision of the Appeals Committee is final.

6. Conducting system and regulations.
The competition is held on Swiss system in 7 rounds. The competition system can be changed by the chief referee in case of participation of less than 10 teams.
Time control: 10 minutes with an addition of 5 seconds per move. The sequence of chess players on the boards in a match must strictly correspond to the application. With the participation of substitute players, the boards are shifted. The final application for the match is submitted before the start of the round. If a team does not have an application for a match, the players of this team cannot start playing the game.
A match between teams can start only if at least half of the team (2 participants) of the team has appeared at the beginning of the round. In the event of the appearance of a team with a smaller number of participants (or non-appearance at all), the chief arbiter has the right to remove the team from the competition. In this case, all results of matches previously played by the team will be cancelled.
If a participant is late for a game, he is given a defeat (result + -).

7. Terms of participation.
The application for participation of the team (application form in the attachment) is submitted to the admission committee in 1 (one) copy. The team consists of 4 main players and 1 reserve player.
In addition, each team member must have the following documents:
1. Copy of passport (birth certificate)
2. Accident, life and health insurance contract.
3. Qualification book.
4. A certificate from a doctor about admission to the competition.
The registration fee for the competition is 4,000 rubles.

ATTENTION! To register, you must pay the Target Registration Fee by bank transfer. The team is allowed to compete after passing the admission commission. In case of refusal to participate in the tournament, the fees will not be returned.

8. Determination of winners
A team receives 2 "match" points for winning a match, 1 "match" point for a draw, and 0 points for losing a match. In case of equality of match points, the winner is determined by additional indicators:
- by the sum of points scored by team members on all boards;
- according to the result between the teams that shared the place;
- by the number of team victories;
- according to the best result (number of points scored) on the boards (1,2,3) respectively.

9. Rewarding
The tournament prize fund is formed from tournament fees, 50% of tournament fees go to prizes. The number and amount of prizes will be announced after the 3rd round. Cash prizes are not shared.
All prizes are subject to taxation in accordance with the legislation of the Russian Federation. The winning team is declared the champion of the city of Moscow in rapid chess, is awarded the Cup and diplomas of the 1st degree, a cash prize, those who took 2nd and 3rd places - diplomas of the corresponding degrees and cash prizes.

10. Financing
The costs of holding the competitions are carried out in accordance with the approved Calendar of the Moscow Sports Committee for 2016, at the expense of the Moscow Sports Committee, borrowed funds and funds of the Moscow Chess Federation.

All additions and clarifications to the regulations are governed by the rules of the competition.

Checkers competitions are held for the following purposes:

    Venue and dates

Competitions are held once a quarter in two buildings of the Central Educational Institution No. 2010. The competition starts at 15.00.

The winners of the class round of chess are allowed to participate in the tournament. Students in grades 3-9 play in pairs along their GPA parallel.

    Condition of the tournament

The concept of a move

The partner who has white pieces starts (the right to speak). Then, until the game is over, the moves are made alternately. The color of the partners' figures in amateur games is determined by lot, and in competitions - by the rules of conduct. If a game is erroneously started by a participant playing black pieces, it is annulled and played again. When counting the moves made, White's move followed by Black's response is taken as one.

The player is called the partner, for whom it is the turn of the move.

Definition of a move. A move is the movement of a piece from one square to another, free or occupied by an opponent's piece. Castling changes the position of the king and rook. Except for the knight and rook, when it moves through the king during castling, the pieces cannot cross the occupied squares.

A move to a square occupied by an opponent's piece means its capture, and it must be immediately removed from the board (see below for a capture "on the aisle").

Shape moves. The king moves to any adjacent square that is not attacked.

Castling is a double move with the movement of the king and rook: first, the king moves two squares towards the rook, which is then transferred through it to the adjacent square. If the player touches the rook, and then the king, then castling is impossible. The move must be made in accordance with the "Touching a piece" rule.

If the player first touches the king and then the rook (or both pieces at the same time), but castling is impossible, then a move by the king or castling in the opposite direction must be made. It may turn out that these requirements are not feasible. Then touching the figure does not entail any consequences. The player has the right to continue the game with any move. Castling is completely impossible: 1) if the king has already moved 2) with a rook that has previously moved.

When castling, the king cannot cross the square attacked by the opponent's pieces.

If the king of one of the sides was attacked on the previous move (a check was announced), then on the current move the player must eliminate the attacked king: move the king out of the attack, close the king from the attacking piece, or cut down the attacking piece. The queen moves to any square vertically, horizontally and diagonally on which it is located.

    Determination of the winner

The goal of a game of chess is to checkmate the opponent's king. Mat- an irresistible attack on the king. When checkmate, he cannot evade or be covered from a blow, the defense by capturing an attacking piece is also excluded.

3. CONDITIONS OF COMPETITIONS.
The competition is held in accordance with the Rules of the sport "chess", approved by the order of the Ministry of Sports of Russia No. 654 dated July 17, 2017, as amended by the order of the Ministry of Sports of the Russian Federation No. 1087 dated December 19, 2017 and not contradicting the FIDE Rules of the Game of Chess. The behavior of the participants is regulated by the current Regulations "On sports sanctions in the sport of chess" and in accordance with the requirements of the current Regulations on interregional and all-Russian official sports competitions in chess.
Tournaments are held with the calculation of the Russian rating.
Semi-final competitions are held in the following age categories:
Boys and girls under 11 years old (born in 2009 and younger), boys and girls under 13 years old (born in 2007-2008), boys under 15 years old (born in 2005-2006).
In the age group up to 15 years old (girls), up to 17 years old (boys and girls), up to 19 years old (boys and girls), only final competitions are held.
The semi-final competitions are held according to the Swiss system in 7 rounds using the computer draw "Swissmanager".
Time control: 50 minutes +10 sec. on the go.
Late arrivals are allowed no more than 30 minutes. A participant who is late for the tour by more than 30 minutes, or who does not appear at all, receives a “minus”, his opponent a “plus”.
In case of non-attendance for the tour without good reason, the athlete is excluded from the tournament and from the draw.

Only children participating in the selection are allowed to the semi-finals. Participation in tournaments out of competition for training is not allowed. Therefore, girls wishing to play in the boys semi-finals or younger boys wishing to play among the seniors are only admitted to the respective semi-finals if they have a written refusal to participate in their final group and a request to include them in the selection among the elders or among the boys (for girls). 6. CONDITIONS FOR SUMMING UP.
Places in the semi-final competitions are determined by the highest number of points scored. In case of equality of points, places are distributed according to additional indicators:
- according to the Buchholz coefficient;
- according to the truncated Buchholz coefficient (without one worst result);
- by the number of victories;
- as a result of a personal meeting.

Participants who score 5 points or more are allowed to the final of the Moscow Championship.

7. AWARD.
The winners and prize-winners of the semi-finals are awarded with diplomas, medals and cash prizes. Cash prizes will be issued by transferring them to the recipient's settlement account.
