But even after that, you can only work with children. Further, on the basis of higher education and work experience of at least three years, it is necessary to receive category C. But there are always workarounds. And this is our domestic vice, not only in sports, but also in life.

- Why did you go from warm Rostov to Yakutsk?

Because they called me to Junior. For the hype, they needed an outsider with a document allowing them to train. I took a risk and didn't seem to lose. Although the "Junior" had its own problems and difficulties. There, things are supervised by people who are far from football. And the coaches are the same. This is a commercial project that sells workouts. There will be no mass releases of worthy students from there. Their goal is to instill a love for football. And that's it. The average time a child spends in Junior schools is 2-3 months.

Constantly "throw" new children to those who already have some experience. There is no sense from this, because the quality of training is collapsing. But "Junior" is still good. You give the child health, he breaks away from seated image life: computers, phones, tablets, etc. I worked there from September 2016 to March 2017. I'll be honest, you can't live on a coach's salary at the Youth Sports School. Most coaches combine with work in commercial schools. This is a big problem. You have to work very hard. My opinion is that any coach can only have a few workouts a day in which he will give his best. If you work all day, then by the evening only the name will remain from the training.

- And if closer to the numbers?

In commercial schools, training is paid from 600 rubles. Budgetary organizations give the same money for a working day - this is from 8-00 to 17-00. This is the problem. Working in a public school, you can't earn a decent salary. And in the commercial, you work not with those who want to play, but with those who were simply brought to you. There are not so many boys who have been passionate about football since childhood.

- How many workouts do you have per day?

In "Dawn" Tuesday, Thursday, Saturday - 2 pieces for 1.5 hours. In DYuSSh-4 2-3 days a week (weekends - Saturday and Sunday). I work with several ages - this is mostly 9-10 years old, plus there are groups from 2002 and 2008.

Since April 26, when I got a job at the IFC, we have played 3 friendly matches and a full-fledged tournament for the Zorya Cup. 7 teams participated, guys 2009-2010. At least there is children's football. But there is no junior football (from 14 to 17 years old) - this is my opinion. There is a stunning arena in the Dokhsun sports complex, but artificial turf will soon be killed there with such themes. In addition to us, all sorts of fairs, exhibitions, etc. are also held there. So far so good, but I would like more.

Why have we brought up so few individually strong professional football players lately?

Can't tell you in a nutshell, but I'll try. First, in Russia since childhood, everyone has been playing for the result and, therefore, it is easier. Therefore, the ball is carried out to physically strong boys, who must catch on and score a goal. The whole game is on this. Secondly, there are few children's coaches who know how to bring up bright impudent players who can beat not only at the expense of a partner, but can also independently take on 2-3 opponents at the expense of technique.

Since Soviet times, emphasis has been placed on collectivism, and the viewer goes to bright masters who can beat rivals in packs on a handkerchief. Who is interested in watching a match in which 9-10 people sit in defense behind the ball line? According to the founder, the mentioned coefficients and allowances are calculated from the official salary for the wage rate (4,664 rubles), even if the teacher works not 18, but, for example, 36 hours a week. It turns out that the greater the workload of the teacher, the less cost hours of his work, and we consider this illogical and wrong. Who is right in this situation? Give an example of the calculation of the salary of a trainer-teacher.

As noted in the Uniform recommendations on the establishment at the federal, regional and local levels of remuneration systems for employees of state and municipal institutions for 2013, one of the mandatory conditions of an employment contract concluded with a teacher is the conditions for remuneration of his labor. Another part of the pedagogical work of trainers-teachers who conduct teaching activities that require working hours is not regulated by the number of hours, but follows from their job responsibilities, internal labor regulations, schedules and work plans.

Therefore, the establishment of a coach-teacher working time of 36 hours a week in some cases, with a norm of teaching work equal to 18 hours, for a wage rate does not contradict the law and is permissible.

For work in excess of the stipulated norm of hours, an additional payment is made for the wage rate, corresponding to the received wage rate in a single amount (paragraph 3 of the appendix to the Order of the Ministry of Education and Science of the Russian Federation N 2075).

In accordance with Art. 129 of the Labor Code of the Russian Federation, an employee's salary has three components: official salary (rate), compensation and incentive payments. The basis of any payments is the salary (official salary) of the employee. Note that the above article separates the concepts of official salary and base salary.

As can be seen from the above definitions, the base salary is the minimum salary for the PCG, from which the official salary of a particular specialist is calculated.

By virtue of clause 3 of the Regulations on the establishment of wage systems for employees of federal budgetary and state institutions, approved by Decree of the Government of the Russian Federation of 08/05/2008 N 583 (hereinafter - Regulation N 583), salaries (official salaries), wage rates are established by the head of the institution:

- the level of his professional training;

- complexity, importance of the work performed;

- degree of independence and responsibility in the performance of assigned tasks;

- work experience in the institution; other factors.

The decision to establish a personal multiplier to the minimum salary (rate) for the relevant PKG and its size is taken by the head of the institution personally in relation to a particular employee.

As an example, we can cite a similar rule regarding the establishment of multiplying coefficients contained in clause 2.3 of the Model Regulation on the remuneration of employees of federal government agencies subordinate to the Ministry of Sports, Tourism and Youth Policy Russian Federation, by type of economic activity "Provision of other communal, social and personal services", approved by Order of the Ministry of Sports and Tourism of the Russian Federation of 07/06/2009 N 470 (hereinafter - Regulation N 470). In particular, this document states that in the institutions of physical culture and sports, when developing regulations on the remuneration of employees, it may be envisaged to establish increasing coefficients for salaries (official salaries), the rates of employees with an academic degree (candidate, doctor of science) for their position , as well as a personal multiplying factor for a specific employee.

The application of increasing coefficients to official salaries does not form new official salaries and is not taken into account when calculating incentive and compensation payments.

According to Art. 144 of the Labor Code of the Russian Federation, wage systems (including tariff wage systems) for employees of state institutions are established:

- in federal state institutions - collective agreements, agreements, local regulations in accordance with federal laws and other regulatory legal acts of the Russian Federation;

- in state institutions of the constituent entities of the Russian Federation - collective agreements, agreements, local regulations in accordance with federal laws and other regulatory legal acts of the Russian Federation, laws and other regulatory legal acts of the constituent entities of the Russian Federation.

Thus, at the level of subjects, their own regulations are adopted regarding the remuneration of labor of subordinate institutions. They indicate the procedure for establishing official salaries and applying multiplying factors.

The size of the official salary is determined by multiplying the salary of an employee of the institution according to the corresponding qualification level of the PCG by the value of the multiplying coefficient. For example, the positions of a trainer-teacher, an instructor-methodologist, a teacher-organizer are assigned to the positions of the PCG of the positions of teachers of the second qualification level. The minimum salary for the PCG is 4,664 rubles, to calculate the official salary of a trainer-teacher, a multiplying coefficient for the position held should be applied. Let's assume it is 1.1.

Thus, the salary for the position held as a trainer-teacher, referred to the second level according to the PCG, will be 5,130.4 rubles; senior trainer-teacher - 5,177.04 rubles. (4,664 rubles x 1.11), etc.

The minimum salary for the PCG for a specialist with a teaching load of 27 hours will be 7,695.6 rubles. (5,130.4 rubles / 18 hours x 27 hours, where 27 hours is the amount of teaching and learning work).

Based on clause 3 of Regulation N 583, the salary of a particular specialist should take into account his professional training (education - higher or secondary specialized) and skill level (category - higher, first, second). This norm means that when calculating the cost of one teaching hour, professional training and qualifications of a specialist should be taken into account. Failure to comply with this norm leads to discrimination and infringement of the rights of workers with the highest or first qualification category in front of workers who do not have it. In this case, wage equalization should be excluded. This means that the official salary for the PCG for a trainer-teacher with the highest category and higher education should be increased by an appropriate coefficient.

For example, the multiplier for the highest category is 0.8. In this case, the official salary of the employee will be 9,234.72 rubles. (5,130.4 rubles x 1.8). Thus, the cost of one teaching hour for him is 513.04 rubles. (9,234.72 rubles / 18 hours). The official salary for the position, taking into account the teaching load, will be equal to 13,852.08 rubles. (27 hours x 513.04 rubles).

We point out that incentive and compensation payments can be applied in the institution. One of the incentive payments is a payment for work experience in accordance with the provisions of the Order of the Ministry of Health and Social Development of the Russian Federation of December 29, 2007 N 818. The said payment should be applied to the salary for the position held. For example, if the official salary for the position held is 5,130.4 rubles, then the allowance for the length of service of a particular employee will be 1,539.12 rubles. (5,130.4 rubles x 30%).

In conclusion, we note that the institution can apply personal multiplier coefficients, which are set for specialists for their activity in educational work and professional skills (other merits may also be grounds for their accrual). These coefficients are set for a certain period, and their size depends on the financial capabilities of the institution. The amount of payments for personal increasing coefficients to the official salary is determined by multiplying the official salary of an employee of the institution according to the corresponding qualification level of the PCG by the value of the increasing coefficient.

We use the initial data that we have considered throughout the article. Salary amount excluding qualification category and the level of education of the trainer-teacher is 5,130.4 rubles, therefore, the additional payment for a personal multiplier is 3,283.46 rubles. (5,130.4 rubles x 0.64, where 0.64 is the size of the personal multiplier for a particular specialist). Please note that this payment is not included in the calculation of payment for the cost of one pedagogical hour of work.

If we take into account that the amount paid to the trainer-teacher for work, taking into account the pedagogical load established for him, is 13,852.08 rubles, the additional payment for work experience is 1,539.12 rubles, the personal surcharge for the application of the multiplying coefficient is 3,283.46 rub., then the total amount of wages will be equal to 18,674.66 rubles.
