Each rank (rank) provides for a certain minimum age of an athlete from which this title can be awarded. To be awarded the title of MSMK or "Grandmaster of Russia", an athlete must participate for Russia in international competitions of the appropriate level. Norms and requirements, the fulfillment of which is necessary for the assignment of the relevant sports titles and sports categories for sports included in the All-Russian Register of Sports, as well as the conditions for fulfilling these norms and requirements, are established by the Unified All-Russian Sports Classification (hereinafter also EVSK). The Regulation on the Unified All-Russian Sports Classification, approved by Order of the Ministry of Sports and Tourism of Russia dated November 21, 2008 N° 481 (hereinafter also referred to as the Regulation), determines the content of these norms, requirements and conditions, and also establishes the procedure for the formation of the EVSK and the procedure for conferring sports titles and sports categories on various types sports.

In accordance with Part 6 of Art. 22 of the Federal Law on Sports, sports titles are assigned by the Ministry of Sports of Russia in the manner prescribed by the Regulations on the EVSK. Sports categories in accordance with Part 7 of Art. 22 of the Federal Law on Sports are assigned by the executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sports in the manner prescribed by the Regulations.

The purpose of the EWSC is to attract citizens of the Russian Federation to active sports, to increase the level of sportsmanship of those involved in sports, to establish requirements, norms and conditions for their implementation, taking into account the development of a particular sport in the Russian Federation and in the world, to improve the system sports competitions.

The sports titles and sports categories listed above are awarded for fulfilling the requirements and norms of the EUSC, subject to the conditions for their implementation based on the results of official sports competitions, including:

a) international sports competitions - Olympic, Paralympic, Deaflympics, world championships, world games, world cups, world championships, European championships, European cups, European championships, other international sports competitions;

b) all-Russian sports competitions - championships of Russia, cups of Russia, championships of Russia, other all-Russian sports competitions;

The EVSK includes requirements, norms and conditions for their implementation for the assignment of sports categories and sports titles based on the results of athletes' performances at the following official sports competitions.

a) Olympic, Paralympic, Deaflympics, Youth Olympic Games, European Youth Olympic Festival;

b) sports competitions held on a territorial basis (among sports teams of municipalities, subjects of the Russian Federation, federal districts of the Russian Federation, countries), with the participation of the strongest athletes ( sports teams) without restrictions on the upper age limit (hereinafter referred to as championships). In game team sports, championships may be held among the strongest teams physical culture and sports organizations, including sports clubs, relevant administrative-territorial formations, if it is established by the provisions (regulations) on such sports competitions;

c) sports competitions held among athletes (sports teams) without limiting the upper age limit and, as a rule, in several stages (hereinafter referred to as cups). In cups, along with the awarding of winners in individual types of programs, the cup is played and awarded to the winner in the form of a competition program with the participation of three or more athletes (groups, crews, pairs, etc.) in each of the opposing sides, the results of which are summarized in order to determine the team - winners in team competition or when ranking (determining the team score) sports teams participating in sports competitions based on the performance of athletes (groups, crews, pairs, etc.) in all types of competition programs, including team competitions without drawing medals and conferring sports titles and sports categories according to the results of the team standings;

d) sports competitions held on a territorial basis (among sports teams of municipalities, constituent entities of the Russian Federation, federal districts of the Russian Federation, countries), with the participation of children, adolescents, youth with age restrictions for participants in sports competitions (hereinafter referred to as championships). In game team sports, championships can be held among the strongest teams of physical culture and sports organizations, including sports cups, if it is established by the provisions (regulations) on such sports competitions;

e) other official international, all-Russian, interregional, regional, municipal sports competitions.

Official sports competitions in the Russian Federation, based on the results of performances at which sports titles and sports categories are awarded to athletes, are held in accordance with the rules of sports approved in the manner established by the Federal Law on Sports.

In the absence of approved requirements and norms for a sport (sports discipline), sports titles and sports categories in this sport (sports discipline) are not assigned.

The requirements and norms of the EVSK, the fulfillment of which is necessary for the assignment of the corresponding sports titles and sports categories, as well as the conditions for their implementation, are established based on the level of development of the sport and its disciplines, the status of sports competitions, gender and age of athletes.

The requirements for conferring a sports title or sports category are:

a) occupied place at official sports competitions of the corresponding status;

b) the required number of victories over athletes of the corresponding category or title within one year at official sports competitions.

The conditions for fulfilling the requirements and norms for conferring sports titles and sports categories are:

a) the number of countries participating at all stages in official international sports competitions, but not less than:

  • for championships, cups, world championships - in summer views sport 35 countries, in winter activities- 15 countries, in sports that only women are involved in - 20 countries;
  • for championships, cups, European championships - in summer sports - 20 countries, in winter sports - 10 countries, in sports that are only practiced by women - 12 countries;
  • for other official international sports competitions - in summer sports 15 countries, winter sports and sports played only by women, 8 countries;

b) the number of constituent entities of the Russian Federation participating at all stages in official all-Russian and interregional sports competitions, but not less than:

  • for championships and championships of the federal districts of the Russian Federation - half of the constituent entities of the Russian Federation that are part of the corresponding federal district, and for sports that are developed by all-Russian sports federations in accordance with Part 4 of Art. 14 of the Federal Law on Sports - at least 90% of the constituent entities of the Russian Federation that are part of the corresponding federal district, on whose territory the specified sport is developed;

c) the number of participants (sportsmen, couples, groups, crews), sports teams in the form of a program, but not less than:

  • for championships, cups, world or European championships - in summer, winter sports and sports in which only women are involved, 10 participants, sports teams; in sports among the disabled and people with disabilities - 6 participants, sports teams;
  • for other official international sports competitions - in summer sports - 10 participants, sports teams; in winter sports and sports in which only women are involved - 8 participants; in sports among the disabled and people with disabilities - 6 participants, sports teams;
  • for championships, cups, championships of the Russian Federation, other official all-Russian sports competitions - in sports among the disabled and people with disabilities - 6 participants, sports teams; in other sports - 10 participants, sports teams (when holding sports competitions according to the system with elimination after the first defeat - 8 participants, sports teams);
  • for championships, championships of the federal districts of the Russian Federation - in sports among the disabled and people with disabilities - 6 participants, sports teams; in other sports - 8 participants, sports teams;
  • for the championship, cup, championship, others official competitions subject of the Russian Federation, championship, championship, other official competitions of the municipality - in sports among the disabled and people with disabilities - 5 participants, sports teams; in other sports - 8 participants, sports teams;

d) age groups for official sports competitions among children, teenagers, youth (champions), while for such all-Russian and interregional sports competitions the number of age groups cannot exceed their number at world or European championships for the corresponding sport (sports discipline) plus one next junior age group;

e) the minimum age of an athlete, from which the corresponding sports title, sports category is assigned;

e) number sports judges with the corresponding qualification category (with the exception of official international sports competitions), but not less than:

  • for awarding the sports title "Master of Sports of Russia" - three sports judges of the All-Russian category;
  • to assign a sports category to the CCM - two sports judges of the All-Russian category;
  • to assign the first sports category, - 7 three sports judges of the first category and above;
  • to assign other sports categories - five sports referees of any category;

g) the number of performances, fights, games, etc.;

h) the number of starts in the preliminary (qualifying) stage of official sports competitions;

i) using appropriate means of measuring results; j) other special conditions based on the specifics of the sport and

systems for conducting specific sports competitions.

If representatives of a smaller number of countries than provided for in the second paragraph of paragraph "a" took part in the championship, championship or world cup, sports titles and sports categories based on the results of the performance of athletes in such competitions are assigned in accordance with the norms and requirements established respectively for the championship, championship Or the European Cup.

If representatives of a smaller number of countries than provided for in the second and third paragraphs of paragraph "a" took part in the championship, championship, World Cup or Europe, sports titles and sports categories based on the results of the performance of athletes in such competitions are assigned in accordance with the norms and requirements established by for "other official international sports competitions".

Sports titles and sports categories based on the results of athletes' performance at the World Cup or European Cup stages are assigned in accordance with the norms and requirements established for other official international sports competitions in accordance with the above requirements.

For fulfilling the requirements and norms at official international sports competitions, sports titles and sports categories are awarded only if the athlete participated in these sports competitions as part of the sports team of the Russian Federation.

If the championship or championship of the Russian Federation was attended by representatives of a smaller number of constituent entities of the Russian Federation than provided for in the second paragraph of paragraph "b", sports titles and sports categories based on the results of the performance of athletes in such competitions are assigned in accordance with the norms and requirements established respectively for the championship or championship federal district Russian Federation.

Sports titles and sports categories based on the results of athletes' performance at the stages of the Russian Cup are assigned in accordance with the norms and requirements established for other official All-Russian sports competitions.

If representatives of a smaller number of constituent entities of the Russian Federation took part in the championship or championship of the federal district of the Russian Federation than provided for in the third paragraph of paragraph "b", sports titles and sports categories based on the results of the performance of athletes in such competitions are assigned in accordance with the norms and requirements established respectively for championship or superiority of the subject of the Russian Federation.

The requirements and norms performed at the championship and championship of the federal cities of Moscow or St. Petersburg are equated to the requirements and norms of the championship and championship of the federal district of the Russian Federation, respectively.

Sports title "International Master of Sports of Russia"(hereinafter - MSMK) is assigned to an athlete who has set or confirmed a world or European record in sports disciplines included in Olympic program if the record is registered by an international sports federation in the relevant sport and if at the same time the athlete played for the sports team of the Russian Federation.

If for the assignment of a sports title to the MSMK in the form of a program, only the fulfillment of the norms and Russian athletes won the medal of the last Olympic (Paralympic, Deaflympics) Games in it, then in these cases the MSMK sports title can be awarded for the result shown at the championship or the Cup of Russia, if it is provided for by the EVSK Youth Olympic Games are equated to the world championship in the corresponding age groups. In accordance with Part 9 of Art. 22 of the Federal Law on Sports for persons with outstanding achievements and special services to the Russian Federation in the field of physical culture and sports, honorary sports titles are established. The Regulations on conferring honorary sports titles (hereinafter also referred to as the Regulations) were approved by Order of the Ministry of Sports and Tourism of Russia dated November 27, 2008 No. 551 and establishes honorary sports titles, and also determines the procedure and conditions for their assignment.

Honorary sports titles are established in order to encourage and morally stimulate citizens of the Russian Federation who have outstanding achievements and special services to the Russian Federation in the field of elite sports.

One of the honorary sports titles provided for by the Regulations is the title of "Honored Master of Sports of Russia", which is awarded by the Ministry of Sports of the Russian Federation for sports included in the All-Russian Register of Sports (VRVS).

The honorary sports title "Honored Master of Sports of Russia" is awarded to athletes who have taken part in the sports team of the Russian Federation:

a) 1st-3rd places at the Olympic, Paralympic, Deaflympics in individual and (or) team competitions or competitions in team game types sports;

b) 1st place in the World Championship, or the World Cup, or the European Championship, or the European Cup as part of the sports team of the Russian Federation and at the same time scored 150 or more qualifying points in accordance with Table. 6.3.

In competitions consisting of a series of stages, qualifying points for a single stage are not awarded.

Qualification points for the results shown at the world championships or cups are awarded if representatives of at least 35 countries (15 countries for winter sports disciplines) participated in them (at all stages) and at the same time at least 10 athletes competed in each type of program (pairs , groups, crews, etc.), teams. If representatives of a smaller number of countries took part in the World Championship or Cup, then qualifying points for such sports competitions are awarded as for the European Championship or Cup, respectively.

Qualifying points for the results shown at the European Championships or Cups are awarded if representatives of at least 20 countries (10 countries for winter sports disciplines) participated in them (at all stages) and at the same time at least 10 athletes competed in each type of program (pairs , groups, crews, etc.), teams. As an exception, the honorary sports title "Honored Master of Sports of Russia" can be awarded to athletes for their outstanding contribution to raising the authority of the Russian Federation and Russian sports at the international level, with exceptional courage and skill.

The current sports classification includes almost all sports cultivated in the country.
